Importing New Vehicles to Trinidad and Tobago

If you are interested in importing a new Toyota Hilux Vigo, Mitsubishi L200 Triton, Nissan Navara or any other 4x4 vehicle or car from Thailand, you don't need an import permit. Once it arrives, you pay the import duties and drive away with your vehicle of your choice.

Import Used Vehicles to Trinidad and Tobago

ONLY NEW AND UNUSED RIGHT HAND DRIVE VEHICLES DO NOT REQUIRE AN IMPORT LICENCE. If you wish to import a used vehicle you must obtain an import permit whether you are car dealer, individual or returning national of Trinidad.

How to register as a Used Car Dealer

If you wish to go into the business of importing used vehicles you have to first register yourself as a used car dealer. You can register as a used car dealer as long as your prospective dealership is owned by a Caribbean Community (CARICOM) national. You register by filling out “Registration as an Imported Used Right Hand Drive Motor Vehicle Dealer” application form. Here is a link to the the application form. But before filling out this form you will need to acquire company registration certificate, Value Added Tax (VAT) Registration Certificate, Board of Inland Revenue (BIR) Advice of assignment of File Number and National Insurance Board (NIB) Registration Certificate. You will need all these documents to apply for approval as a used car dealer. Once you have submitted the paperwork, you will need to set up your dealership if you haven't already. Once your form is submitted, a Trade Officer from the Trade Licence Unit is likely to pay a visit to your premises to ensure that the physical requirements for a dealership are in place. If he approves and your application is acceptable, you will be summoned before the Chief Trade Officer or Deputy Chief Trade Officer within 20 days and if you pass the interview, he will hand over a registration package to complete. I'm an individual and want to order a used vehicle

Individuals who wish to personally order and land their own vehicles will be required to apply for an Import Licence which will be subject to the following conditions:

The Individual who is seeking the import Licence for the importation of a used motor car must personally order and make arrangements for the landing of the vehicle at the Port of Entry. The individual is disqualified from protection by the Ministry of Trade and Industry with respect to the inappropriate dealings of any Registered Dealer in connection with the vehicle.
An Individual will be allowed to import only ONE (1) vehicle within a 3-year period and ownership of this vehicle will not be transferable during that period.
The vehicle must be no more than FOUR (4) years old from the year of manufacture at the time of importation into Trinidad and Tobago.
The vehicle must also be accompanied by a Certificate of Cancellation of Registration stamped by the Transport Authority in the country of origin such document should bear the engine and chassis numbers of the vehicle.
The vehicle must also be accompanied by age verification document showing exact age of the vehicle i.e. year of manufacture of vehicle.
The imported vehicle must be structurally sound on importation and meet all environmental requirements as determined by statute or regulations approved by the Transport Commissioner.
The imported vehicle must NOT be fitted with a diesel engine.
The vehicle must be fitted with an ozone friendly refrigerant in its air conditioning system.
Prior to registration the vehicle must be in a generally good condition and must be subject to inspection and certification by the Transport Commissioner as to its roadworthiness for use on the roads of Trinidad and Tobago.

PERSON FOUND IN BREACH OF THE CONDITIONS OF THE LICENCE SHALL BE GUILTY OF AN OFFENCE UNDER THE IMPORT AND EXPORT CONTROL REGULATIONS, 1941 AND SHALL BE LIABLE TO A FINE OR IMPRISONMENT OR BOTH.

I'm a returning National of Trinidad and Tobago and wants to bring my vehicle with me

If you have been out of the country for five years, you are entitled to bring your Left Hand Drive vehicle and if you have been out of the country for one year or more, you can bring in a used Right Hand Drive vehicle.

(A) Requirements

In order to qualify for any relief of taxes, the person must satisfy all the following conditions:

The person must be eighteen years old and over, and
- is a citizen of Trinidad and Tobago, or
- was formerly a citizen of Trinidad and Tobago, or
- has citizenship of two (2) countries, one of which is Trinidad and Tobago, or
- is the spouse of a person referred to in sub-paragraphs (a), (b) or (c) above;
The person is the registered owner of the vehicle for at least six (6) months prior to his return to Trinidad and Tobago;
Must have resided abroad for a continuous period of at least five (5) years immediately prior to his return to Trinidad and Tobago;
- intends to reside in Trinidad and Tobago permanently;
- require the vehicle for his personal use;
- must import the vehicle within six (6) months prior to or after his return;
- must not sell or transfer the vehicle within two (2) years of its importation.
- Once all the above conditions have been satisfied then in the case of a left hand drive vehicle, the importer is not required to obtain an Import Licence.

(B) Relief from Customs Duty

Customs duty is normally payable at the following rates:

Vehicles with an engine size not exceeding 1599 cubic capacity (cc)- 20%
Vehicles with an engine size exceeding 1599 cc but not exceeding 2000 cc - 25%
Vehicles with an engine size exceeding 2000 cc - 30%

Customs duty is based on the Cost, Insurance and Freight (C.I.F.) Value of the Vehicle.

A returning national can benefit from the relief of Customs duty at the following rates:-

where s/he is the registered owner of the vehicle for more than six months but not more than one (1) year, 25% of the duty payable. In other words the importer pays 75% of the duty payable.
where s/he is the registered owner of the vehicle for more than one (1) year but not more than two (2) years, 50% relief of the duty payable
where s/he is the registered owner of the vehicle for more than two (2) years, 90% relief of the duty payable. In other words, the importer pays 10% of the duty payable.

(C) Relief from Value Added Tax (VAT)

Value Added Tax is payable at a rate of 15%. It is calculated in the following manner:

15% of the C.I.F. Value + Customs Duty = VAT Payable

There is no relief from the payment of VAT in respect of a motor vehicle imported by a returning national.

(D) Relief from Motor Vehicle Tax

Motor Vehicle Tax is normally payable at the following rates:

engine size not exceeding 1599 cc Free
engine size exceeding 1599 cc but not exceeding 1799 cc – $ 4.00 per cc
engine size exceeding 1799 cc but not exceeding 1999 cc – $ 8.00 per cc
engine size exceeding 1999 cc but not exceeding 2499 cc – $21.00 per cc
engine size exceeding 2499 cc but not exceeding 2999 cc – $25.00 per cc
engine size exceeding 2999 cc but not exceeding 3499 cc – $30.00 per cc
engine size exceeding 3499 cc – $45.00 per cc

However, a returning national may be granted relief from the payment of Motor Vehicle Tax at identical rates in the case of Customs duty as specified in (b), (aa), (bb) and (cc) above.

Customs Duty

Customs duty is normally payable at the following rates:

Vehicles with an engine size not exceeding 1599 cubic capacity (cc)- 20%
Vehicles with an engine size exceeding 1599 cc but not exceeding 2000 cc - 25%
Vehicles with an engine size exceeding 2000 cc - 30%
