Moldova is a landlocked nation located in eastern Europe, between Ukraine and Romania. Comparatively, it is slightly larger than the state of Maryland with a total area of 33,843 sq km (13,067 sq mi). Moldova shares boundaries with Ukraine on the N, E, and S; and Romania on the W. Moldova's border length totals 1,389 km (864 mi).
The European Union is composed of 27 independent sovereign countries which are known as member states: Austria, Belgium, Bulgaria, Cyprus, the Czech Republic, Denmark, Estonia, Finland, France, Germany, Greece, Hungary, Ireland, Italy, Latvia, Lithuania, Luxembourg, Malta, the Netherlands, Poland, Portugal, Romania, Slovakia, Slovenia, Spain, Sweden, and the United Kingdom.[22] There are three official candidate countries, Croatia, the Former Yugoslav Republic of Macedonia, and Turkey. The western Balkan countries of Albania, Bosnia and Herzegovina, Montenegro, and Serbia are officially recognised as potential candidates.. The Faeroe Islands, Greenland, the Canary Islands, the British Channel Islands and the Åland Islands are not part of the EU customs area. They are regarded as areas outside the EU. There are also some small areas of some EU countries that do not belong to the EU customs area either. The customs rules applying to areas outside the EU are the same as those applying to countries outside the EU.
Moldova is a picturesque country of rolling green hills, whitewashed villages, placid lakes, and sunflower fields. It has an old-world charm that is hard to manufacture, and some of the best vineyards in Europe. It is densely populated, with numerous ethnic groups represented, but the majority are ethnic Romanians. The economy is heavily dependent on labor‑intensive agriculture, and Moldova must import virtually 100% of its primary energy. Chisinau is a moderate‑sized city that has preserved much of its pre‑Soviet character, with many low‑rise, older structures and tree‑shaded streets remaining in the central city.
With its cultural ties to Russia, Romania, and Turkey, Moldova is something of an enigma. It has risen from the ruins of Soviet socialism to become a democratic republic split in two, one area controlled by the government and the other by separatist rebels nominally loyal to Mother Russia, but essentially concerned with making money. Unification with Romania, its closest neighbor, has been raised, but Moldova has much in common with other former Soviet countries. The official language, Moldovan, is phonetically identical to Romanian. Often business is conducted in Russian; most Romanian-speakers also speak Russian, but many members of the Russian and Ukrainian minorities do not speak Romanian/Moldovan. A government attempt early in 2002 to reintroduce compulsory study of Russian provoked months of protests but no violent response.
Originally Moldova was part of the greater region of Moldavia - one of the principalities that made up Romania. It lies directly between Russia and Romania and has long been the focal point for border disputes and expansionist policies. Prior to its tenuous unification, it had been overrun, split up, reunited, conquered, annexed, renamed, and taken back again many times over. It has been a long and bloody journey from the principality of Moldavia to the republic of Moldova, and it seems fitting that the flag includes a band of red signifying the blood spilled in defending the country.
The region was made a focal point for the diaspora of Magyars, Slavs, and Bulgarians spreading across Eastern Europe. By the beginning of the Middle Ages, Moldavia (as part of Romania) was already a potpourri of different races and cultures.
In the mid‑14th century, Moldavia was subsumed under the Ottoman Empire, and it remained under Turkish suzerainty until 1711. In 1812 Turkey and Russia signed the Bucharest Treaty, which gave the eastern half of Moldavia to the Russians (renamed Bessarabia) while the rest of Moldavia and Wallachia became Romania.
Bessarabia remained under Russian control until the 1918 Bolshevik Revolution, when it reunited with Romania as a protective measure. In 1939 the Molotov‑Ribbentrop Pact handed Bessarabia back to the U.S.S.R., and it became the Moldavian Soviet Socialist Republic (M.S.S.R.). The area was reoccupied by Romanian forces from 1941 until 1944, when the Soviet authorities once again took control.
With the collapse of Communism in the mid‑1980s and Gorbachev’s policies of glasnost and perestroika, reform followed, and finally, in 1991, Moldova declared its full independence.
Unity and peaceful coexistence seem tenuous, as republicans struggle to keep all the pieces together and smooth over the contradictions of being part Romanian, part Russian, and wholly Moldovan.
Moldova encompasses what was until August 1991 the Moldavian Soviet Socialist Republic, and is located between Romania and Ukraine. Except for a small strip of land on the Danube River, the country is land‑locked. Moldova is a relatively small country, roughly 300 km long and 100 km across - about the same size as Maryland. Its total land boundary is 1,389 km. Its total area is 33,700 square km. The land border with Romania is 939 km and with Ukraine 450 km. The area east of the Dniester (Nistru) river, along with the city of Bender west of the Dniester, is the breakaway and officially unrecognized Transnistrian Moldovan Republic, or Transnistria. Transnistria is not recognized by Moldova, the U.S., or any other country. Tiraspol is the "capital" of Transnistria. Moldova’s total population is 4.3 million, of whom 800,000 live in Chisinau. The majority of the population lives in the countryside in villages organized around former state farms.
Poor road conditions and aggressive local driving habits increase the possibility that a car will need service and/or repair during its stay in Moldova. A four‑wheel‑drive vehicle is desirable and advisable in this environment. Winter can be especially difficult, as roads are seldom cleared of ice and snow, increasing the difficulty of driving on rutted, narrow, often steeply sloped roads. If you plan to ship an older car, be sure that it is in good running condition, including battery and tires. Vehicles older than 10 years may not be imported.

Specific customs duty rates and the list of goods, to which such duties shall apply, are provided in an Annex to the Law on Customs Tariff.
The movement of goods through the customs border is also subject to payment of the customs formalities fees. Customs procedures are considered to be all customs-related types of services provided by the customs authorities.
The customs procedures fees are established as a percentage from the customs value of goods or as fixed flat rates. The list of applicable customs procedures fees is provided in an Annex to the Law on Customs Tariff
The customs tariff of the Republic of Moldova is based on the HS Nomenclature of the Republic of Moldova, approved through Government Decision nr. 1525 of 29.12.2007 which is adjusted to the Harmonized system for goods encoding and description (HS 2007), approved by the World Customs Organization`
The excise tax is calculated on the basis of the natural volume or the customs value of imported goods, as determined in conformity with the customs legislation, as well as on the basis of the fees and taxes that are to be paid at the date of import, not including the excise tax and VAT.

Wedged between Romania and Ukraine, Moldova has been actively promoting free trade with its immediate neighbors and main trade partners. The country was among the first CIS countries to join the World Trade Organization on July 21, 2001. Moldova signed free trade agreements with most of the CIS states. Moldova is part of a matrix of bilateral free trade agreements signed within the Stability Pact for South Eastern Europe since 2001. The completed free trade agreements have migrated under the umbrella of the Central European Free Trade Agreement(CEFTA) signed in December 2006 and comprising, besides Moldova, the following countries: Albania, Bosnia and Herzegovina, Croatia, Kosovo, Macedonia, Montenegro and Serbia. Moldova also enjoys the treatment of general system of preferences (GSP) from developed countries, which means duty-free exports for a range of products from Moldova to developed countries. An extended range of goods under the so-called GSP+ preferential treatment was granted to Moldova by the European Union in 2006. The country is currently negotiating autonomous trade preferences, which are a preferential trade regime provided unilaterally by the EU and is characterized by a high degree of liberalization.
According to the Moldovan Ministry of Economy and Trade, Moldova’s average customs tariff rate is 5.7%. At the same time, Moldova applies 0% customs tariff rates on about 50% of all tariff schedule products.
Major reforms are taking place in Moldovan Customs. It is estimated that 70% of Moldova's Customs Code was done in compliance with the International Convention on Simplification and Harmonization of the Customs Procedures (the Kyoto Convention). However, Moldova has not yet ratified the convention itself.
Problems still remain in the relations between businesses and customs, attributable to flaws in the regulatory framework and different interpretation of laws. As with many transition countries, corruption and smuggling have also been a problem. While customs laws have generally been regarded as being in line with EU standards, problems remain in the implementation of rules and transparency of the decision-making process. Another challenge for the authorities has been securing 470 km on the eastern border of Ukraine, which is under the control of the breakaway region of Transnistria, including 25 official crossing points (5 international, 8 inter-state and 12local). Moldovan Customs informs carrier companies about authorized border crossing points on the Transnistrian section of the Moldovan-Ukrainian border. A European Union Border Assistance Mission (EUBAM) was established in November 2005 to enhance Moldovan and Ukrainian capacities for border and customs control and border surveillance. The current mandate of the EUBAM Mission is valid until November 2007.
In 2006, Moldova established the institution of customs broker and customs specialist, replacing the previous institution of customs declarant. The establishment of new institutions has brought a higher responsibility assumed by the interface between businesses involved in foreign trade and customs during the customs processing procedures. Along with other countries participating in the Southeastern European Cooperation Initiative(SECI), Moldova joined the Trade and Transport Facilitation in Southeastern Europe Project(TTFSE). The project aimed to strengthen and modernize the customs administration and other border control agencies in all member countries. The project aims were to reduce non-tariff costs to trade and transport and to prevent smuggling and corruption at border crossings. An important aspect of this customs modernization project was the implementation of the ASYCUDA World software for automated declaration of goods at customs. ASYCUDA World, developed by the UN Conference on Trade and Development (UNCTAD), became the core of the Moldovan Integrated Customs Information System. The system cut the time necessary for filling out the customs declaration and connected all customs bureaus into one system, allowing authorized customs brokers and specialists to have online access to the system. Customs still needs to implement the simplified procedure of customs declaration and extend the one-window approach during customs processing.
Commercial goods or goods used in production amounting to over 500 Euros can be introduced into the customs territory only by officially registered businesses. Goods with commercial or production use amounting to over 100,000 Euros can be taken out of Moldovan customs territoryonly by officially-registered businesses. There are limits on the number and type of goods for personal use that can be introduced into the country duty free. Individuals bringing into the country goods that are not for personal, commercial or production use and amount to over 200Euros have to pay import duties. Also, an individual may only bring into or take out of the country five pieces of jewelry duty-free on the condition that these are not homogenous.
When goods and vehicles are introduced on the Moldovan customs territory, the border customs officials register the crossing and instruct the carrier as to the location and time of delivery of goods and vehicles to a designated customs office to undergo customs clearance procedures. Once at destination, the carrier must notify the designated customs office within 30 minutes about the arrival of goods and vehicles.
Before the customs clearance procedure is complete, goods and vehicles must be placed in a temporary warehouse under customs supervision. Unless otherwise provided by law, the period of storage in a temporary customs warehouse may not exceed 20 days and will depend on the time necessary to perform all customs clearance procedures and on the type of goods and vehicle. Until the customs clearance is complete, the carrier is responsible for the goods and vehicle.
The person conveying goods and vehicles across the customs border or the authorized customs broker representing that person declares the goods and vehicles at a customs office. Moldovan law calls such a person or customs broker a “declarant.” The customs clearance takes place at designated customs offices in the region of activity of the consignee. At the request of the consignee, the customs clearance may take place in other places (e.g. at the company’s premises).

Once accepted by the customs office, the customs declaration takes legal power. (For more about the customs declaration procedure and accompanying documents, please see the Import Regime or Customs Documentation.)
Once the customs declaration has been accepted, the customs office has 10 days to verify the customs declaration and accompanying documents as well as perform the control of goods and vehicles. When clearing goods necessary for the alleviation of natural disasters, catastrophes or accidents; live animals; perishable products; radioactive substances; and mass media materials, customs will perform the duties within three days. If a presentation of goods and vehicles is solicited, the verification period starts from the moment such a presentation is made. In both situations, the period does not include the time necessary for other authorities to perform a control.

The European Union is a customs union which means that the same import duty rates are applicable in all member states.
Motor vehicle imports from non-EU and non-EFTA countries are subject to common external tariffs (CET) that range from 5.3 to 22 percent.
The EU's single internal market became official on January 1, 1993. Part of the "EC-92" effort includes the initiative to remove technical barriers to the free movement of products within the EU. The program's greatest impact on the automotive sector has been in the area of standards. The EU Commission has attempted to harmonize automotive technical and environmental standards between the member states. EU legislation also covers noise and particulate emissions, as well as safety. For example, as of January 1, 1993, all motor vehicles in the EU must have a catalytic converter.
In addition, the EU's type-approval directive (EU Council Directive 92/53) eliminates the need for national type-approval requirements by establishing one set of rules for automobiles and their parts throughout the EU. This directive aims to clarify the type-approval procedure for motor vehicles, separate technical units (i.e., trailers), and components. It simplifies the documentation, designates the type-approval number on a separate technical unit as certification of conformity, and defines vehicles, separate technical unit(s), and component(s). Certificates of conformity, as specified in Annex IX of EU Directive 92/53, will be required in order for an automobile to enter into service. For component approvals, an approval issued under relevant regulations of the U.N. Economic Commission for Europe (UNECE) is recognized as equivalent to an approval granted under comparable EU legislation.
In March 1992, the EU Council formally adopted the few remaining pieces of component-related legislation necessary to make whole-vehicle type approval a reality for passenger cars. In June 1992, EU member state officials approved the adoption of EU legislation creating a single system for certifying that passenger cars meet safety and other technical requirements. The legislation established a EU type-approval system to replace the twelve member state national schemes.
In 1996, the EU type-approval system became mandatory. Vehicles with EU type-approval can be marketed anywhere in the Community. Therefore, a vehicle need only receive type-approval certification in one EU country to be accepted in all other member countries. To receive type-approval, products may either be brought to a testing facility or manufacturers may opt to maintain their own approved, on-site equipment. Nevertheless, U.S.-and EU-origin automobiles must still be certified to this single set of rules by an authorized member state agency. A similar system was adopted for type-approval of two and three wheeled vehicles, and became effective on January 1, 1994. As part of the establishment of the single internal market, the EU member states have also begun to harmonize their VAT rates into a narrow band of approximately 15 percent. Until that time, VAT rates are country-specific, and in some cases, sector-specific; the rates fluctuate between standard, reduced and luxury VAT rates. However, standard VAT rates are generally applied to vehicles throughout the EU. EU VAT rates currently range from 15 to 25 percent. VAT rates for each EU member are listed below:

The Zulassungsbescheinigung (Teil I & II) is the vehicle registration and proof of ownership document. The Zulassungsbescheinigung Teil l is the equivalent of what used to be known as the Fahrzeugbrief (proof of ownership) and the Zulassungsbescheinigung Teil II is the equivalent of the former Fahrzeugschein (vehicle registration certificate). These changes were made to comply with EU standards.
Foreign vehicles staying for up to one year in Germany do not have to be registered, but a German translation of the vehicle's registration certificate is necessary to bring the vehicle into Germany. After a twelve month period the vehicle will become liable for German registration and the accompanying statutory roadworthiness tests.
To register a vehicle, visit the local Vehicle Registration Office (Kraftfahrzeugzulassungsstelle).
The procedure and necessary documents differ slightly depending on whether the vehicle is being imported from inside the EU or from elsewhere.
Prior to registering a vehicle in Germany it must have an EU certificate of conformity (Konformitätsbescheinigung or EWG - Übereinstimmungsbescheinigung) to ensure it conforms to German road safety standards. In 1996 an EU regulation came into effect requiring vehicle manufacturers to provide an "operational standard certificate" (EU-Betriebserlaubnis) to allow cars bought in EU countries to be imported without undergoing additional technical examination regarding conformity.
If the vehicle does not have this certificate (if it is too old, for example) it must be inspected by the TÜV (Technische Überwachungs-Verein) or DEKRA (in the new Federal States, formerly East Germany), who will issue the certificate if it meets the required standards.
The following information is required:
If a new vehicle is imported, then duty (Umsatzsteuer) must be paid to the local tax office (Finanzamt) within ten days of the date of sale. Proof of this is needed to register the vehicle. It will also require a tax clearance certificate (Unbedenklichkeitsbescheinigung) from the Federal Motor Vehicle Authority (Kraftfahrtbundesamt)
In line with EU regulations no duty is payable on a used vehicle imported for personal use provided that the VAT has been paid in the EU country of origin, and that it has been owned and registered in that country and has been driven for at least 6,000 Km prior to entry in to Germany.

Note: If a vehicle is less than six months old or has been driven less than 6,000 Km it is still classed as "new". Proof that duty has been paid (Mitteilung der Umsatzsteuer) will also be required.
Proof of ownership documents will be returned, but the foreign vehicle registration documents will be kept and returned to the respective authorities in the country of origin. Original number plates on used cars will either be destroyed or returned.
Motor vehicles from outside the EU that are imported into Germany are subject to import duties and VAT. However, bringing a vehicle into Germany from outside the EU as part of personal and household effects may mean that it is exempt from customs duties and VAT. The owner must have lived outside the EU for at least the previous twelve months, have bought the car outside the EU and have driven it for at least six months prior to arrival, must be registered as a resident in Germany and must subsequently keep the vehicle for personal use for a minimum of twelve months following import.

Once the relevant taxes have been paid the owner will receive a customs clearance receipt (Zollrechtliche Bescheinigung) or a customs exemption certificate (Unbedenklichkeitsbescheinigung). The vehicle must also undergo a roadworthiness and emissions test to ensure that it complies with German technical, environmental and safety standards.

If a vehicle is to be disposed of then proof of recycling is required and certification for correct vehicle disposal must be submitted to the registration authority. Since the Act on the Disposal of End-of-life Vehicles came into force on 1 July 2002 manufacturers and importers are obliged by law to collect end-of-life vehicles and a nationwide collection system is being set up. This means that owners who wish to dispose of their vehicle can return it to the manufacturer or importer free of cost for recycling and reclamation. The dismantlers issue a certificate of destruction and are obliged to meet stringent recycling targets.
